ARTICLE I NAME and PURPOSE
SECTION 1: The name of this organization is Affordable Tuition Now! (ATN).
SECTION 2: ATN is organized to remove financial barriers to higher education, at the University of Washington and public colleges and
universities across the state. ATN represents UW students in advocating sensible tuition rates and adequate college and university funding
before the Washington State Legislature.
ARTICLE II MEMBERSHIP
SECTION 1: Membership consists of any regularly enrolled University of Washington student that has contributed quarterly membership
dues of $2.00.
ARTICLE III ATN BOARD
SECTION 1: The Board is responsible for the overall policy and management of ATN.
SECTION 2: The Board shall consist of up to seventeen and not fewer than nine members, elected each fall, except for officers serving
two-year terms under Article V § 1.
SECTION 3: Board members shall receive no compensation other than reasonable expenses incurred in conducting official business.
ARTICLE IV ATN BOARD ELECTIONS
SECTION 1: All ATN members shall be eligible to hold positions on the ATN Board, and to vote in ATN Board elections.
SECTION 2: Each May the ATN Board shall designate a student to serve as election coordinator. This student must be an ATN member
who is not seeking election to the ATN Board, or supporting the candidacy of any other member to the ATN Board.
SECTION 3: During the last two weeks of September, declarations of candidacy will be accepted from any ATN member to be included on the ballot.
SECTION 4: The election coordinator may extend balloting an additional week should voter turnout be less than 5 percent.
SECTION 5: In the event of any dispute concerning ATN elections, the ATN Board shall ask the League of Women Voters of Washington State to
appoint an impartial arbitrator to rule on any complaints.
ARTICLE V ATN BOARD OFFICERS
SECTION 1: Voting members of the ATN Board shall serve one year terms from November 1 to October 31, discharging the following duties:
The Chair shall convene regularly scheduled meetings, provide notification of meetings as required under Article III § 14, and preside over the
ATN Board. In the absence of the chair, the meeting shall be led by the next most senior officer, in the following order: Vice-Chair, Secretary,
Treasurer, Statewide Coalition Representative, and Membership Coordinator.
The Vice-Chair will chair committees on special subjects as designated by the board, and assist the chair as needed. The Vice-Chair shall
serve a two-year term, succeeding the Chair after one year as Vice-Chair.
The Secretary shall be responsible for keeping records of all ATN Board actions, including meeting minutes.
The Treasurer shall oversee all financial matters, advising the Board in the preparation of an annual budget, and have ultimate
responsibility for the board for any and all financial transactions. The Treasurer shall also be responsible for making financial
information available to the board, and in response to any request from the public.
The Legislative Advocate shall be responsible for organizing efforts to persuade the legislature to make higher education affordable,
including but not limited to, testimony, student lobbying trips, letter writing campaigns, and phone banking.
The Assistant Legislative Advocate shall assist the Legislative Advocate.
The Assistant Legislative Advocate shall serve a two-year term, succeeding the Legislative Advocate after one year as Assistant
Legislative Advocate.
The Statewide Coalition Representative shall be responsible for pursuing and maintaining relations with college and university campuses
across the state as well as representing the University of Washington on the ATN Statewide Coalition.
The Assistant Statewide Coalition Representative shall assist the Statewide Coalition Representative, focusing particularly on relations
with community colleges. The Assistant Statewide Coalition Representative shall serve a two-year term, succeeding the Statewide
Coalition Representative after one year as Assistant Statewide Coalition Representative.
The Research Coordinator shall be responsible for creating and maintaining current reports and research on higher education issues
before the Legislature.
The Research Coordinator shall represent the University of Washington on the ATN Statewide Coalition Research Committee.
The Membership Coordinator shall maintain membership records and coordinate member education and recruitment activities.
The Student Senate Liaison shall represent the ATN Board before the student senate.
Six At-Large Representatives shall serve on the board, representing specific student groups or the general student body.
At-large representatives shall serve staggered, two-year terms.
SECTION 2: The following officers shall serve as ex-officio members of the ATN Board without vote:
The GPSS Representative, appointed by the Graduate and Professional Student Senate.
The ASUW Representative, Appointed by the ASUW Board of Control.
ATN Board Parliamentarian, appointed by the ATN Board.
SECTION 3: When a vacancy on the Board exists, applications shall be solicited by the Secretary for a period of at least seven
(7) calendar days, after which the ATN Board shall appoint a replacement to serve until certification of the next regularly scheduled
board election. A special election shall be held in the event of three or more simultaneous vacancies.
SECTION 4: Resignation from the Board must be in writing and received by the Secretary. A Board member may be removed from office
after three unexcused absences, failure to discharge duties, or abuse of position upon a unanimous vote of the remaining board members.
ARTICLE VI ATN BOARD MEETINGS
SECTION 1: The Board shall meet at least once a month.
SECTION 2: Four officers of the ATN Board must be present in order to transact business.
SECTION 3: All ATN meetings shall be announced at least 24 hours in advance, which shall include notification of all officers,
interested ATN members, and student newspapers like the Daily and Ruckus.
SECTION 4: Reeds Rules of Parliamentary Procedure shall be used to govern all board meetings.
ARTICLE VII COMMITTEES
SECTION 1: The ATN Board may create and delegate authority to committees as needed.
ARTICLE VIII STATEWIDE COALITION
SECTION 1: This organization is a founding member of the ATN Statewide Coalition, a voluntary association of students from across the state.
Statewide Coalition bylaws require the ratification of each member organization in order to become effective.
ARTICLE IX AUTONOMY
SECTION 1: Affordable Tuition Now is independent of the ASUW, GPSS, and all other student bodies, governmental or otherwise.
SECTION 2: Neither the President of the ASUW nor the President of the GPSS may serve as members of the ATN Board, except as non-voting
ex-officio representatives as provided under Article V § 2.
ARTICLE X AMENDMENTS
SECTION 1: This Constitution may be amended by unanimous vote of the Board.
