ASUWT By-laws concerning Student Technology Fee Committee:
A. Membership
1. The committee shall consist of five voting members and four ex-officio members as follows: voting members shall be one member of the ASUWT Senate and three students at large.
2. Ex-officio members shall be the ASUWT President, the ASUWT Director of Finance; a staff member from UWT Computing Services who shall be appointed by the Director of Information Technology; a staff member from UWT Finance and Administration who shall be appointed by the Director of Finance and Administration; and a faculty member who shall be nominated by the Chair of the Student Affairs Committee, with final appointment by the Chancellor. Ex-officio members provide advice and assistance to the committee and may participate in committee deliberations, but are not entitled to vote.
B. Functions: The Student Technology Fee Committee shall:
1. Establish and adopt bylaws to govern the Committee.
2. Assess student needs for enhancements in technology that would be beneficial to the entire student body.
3. Based on the needs assessment, submit a recommendation to the ASUWT Executive Board not later than the end of Fall Quarter to either continue or eliminate the mandatory technology fee. Additionally, if continuation of the fee is recommended, such recommendation must indicate the level of the mandatory fee to be assessed.
4. In accordance with the tri-campus technology fee agreement, coordinate with the Student Technology Fee Uniform Access Committee for the funding of Uniform Access services provided by UW Computing and Communications.
5. Establish a process and guidelines for submitting proposals for expenditure of technology fee funds to the committee.
6. Evaluate expenditure proposals and approve an annual expenditure plan (proposals to be funded) for the fiscal period July 1 of the current year through June 30 of the following year. The first priority for annual technology fee expenditures must be the Uniform Access services.
7. Establish a process and guidelines for monitoring that goods, services and equipment acquired from technology fee funding are being used for the primary purpose contained in approved expenditure plans.
8. Submit a report summarizing the status and accomplishments of the Student Technology Fee Committee to the ASUWT Executive Board and Senate not later than the second week of May each calendar year.
Washington State Law concerning Student Technology Fee Committee:
The Student Technology Fee (STF) is designed to provide funds for the improvement of technology used by the students at the University of Washington campuses. The Tacoma Student Technology Fee Committee ("the committee") determines the expenditure of this fee. Students of UWT lead the committee and the committee allocates money for technology resources for general student use pursuant to RCW 28B.15.051 and the agreement between the Associated Students of the University of Washington, Tacoma (ASUWT), and the Board of Regents.
Regents Agreement:
Be it resolved that the Board of Regent's authorizes the President of the Board of Regents and the President of the University of Washington to enter into new, campus specific, student Technology Fee Agreements. The new agreements for the Bothell Campus, the Seattle Campus, and the Tacoma Campus will replace the existing university-wide agreement, and will take effect if and only if all four student government associations, (ASUW, GPSS, ASUWB, and ASUWT) also agree to enter into the agreements. The three new agreements will be in the following form:
  The University of Washington Tacoma Campus Student Technology Fee Agreement
  The University of Washington, through its President and Board of Regents, and the ASUWT, through its President, agree as follows: that a mandatory technology fee initially set at $120 per year for full-time students at the Tacoma campus will be assessed beginning Fall Quarter 2000; that the University of Washington Tacoma Student Technology Fee Committee will approve the annual expenditure plan on a fiscal period from July 1 through June 30 of the following year; that the period from November first to February first is the only period in which the student government association can exercise the annual statutory prerogative to eliminate or reduce the fee by majority vote; and that the University of Washington Tacoma Campus Student Technology Fee Committee will coordinate with the Student Technology Fee Uniform Access Committee for the funding of Uniform Access services.
