The Boat On the Lawn, membership and lesson sign-up drive will take place this Thursday.
Volunteers are still needed.  If you are interested in assisting with the event please contact
Chris.  Volunteers are especially needed in the afternoon and to transport the boat back to the
WAC.

Cuyler reports that the plans for the Alumni Regatta to take place next weekend are coming together
and everything is going well.

Claudette reported that she will be contacting Matt Barnett this week about an available laser.
The new insurance policy was sent to us so we are all official like now.

VICE-COMMODORE: (Chris Chamberlin)
Boat on the Lawn was successful. The keelboat classes are completely full as are most of the dinghy
classes.

REAR COMMODORES: (Katie Paciotti & Cuyler Boad)
Cuyler reported that the racing team is not practicing now. They will be getting back into regular
practices in a few weeks.
There will be a racing clinic on February 15 & 16.
The team plans to attend a regatta in Portland on February 26th.

My is in the process of mailing out W-2 forms. The daysailing and parts & supplies budgets have
been completely depleted.

The sail locker remodel is coming along slowly.

working on figuring out the shuffling of motors and maintenance that has been done during the past
week.  There has been a lot of use of the keelboats especially for classes.

Eben reported that the Supercat is doing good, thanks to Randy^Rs hard work. The tramp is back on
too.
The yellow cat is in the shop and will probably be out by Thursday.  Eben has small projects
available if people want to help out.

Motion:  To allow Ross Fleming to take one of the new lasers to the Fridgit Digit Regatta over the
second weekend in February.

Motion:  To charge $30 for each club keelboat that goes on SnC assuming that there is a surplus
after SnC.

Motion: To allow the racing team to take four FJ^Rs to Portland for a regatta over the weekend of
February 22 & 23.

Emergency Expenditure:  An emergency expenditure of $500 shall be granted to Eben Babb for the
purpose of  a Hobie.

The skipper test meeting was well attended and productive. The test will be ready by the end of the

The sail locker project is coming along very slowly. I^Rve been chatting with Claudette about
handing the project  off as I have my hands full in the office right now.  We^Rll keep you updated
as things progress.

sails are in a bad state of disrepair. Abi expects to address this at the next workparty.  She is

Claudette was unable to meet with Jim last week as he was out of town. She hopes to meet with him
this week.  We can proceed with the band saw as Jim is comfortable with us fixing the plugs.
The canoe house combo has been changed.  Claudette sincerely apologizes to anyone who did not get
the combo that needed it.
Claudette will be getting back to Steve Marshman this week regarding the potential Hobie 18
donation.

VICE-COMMODORE: (Chris Chamberlin)

If you are interested in teaching spring quarter contact Chris.  The earlier you get back to him
the more open the calendar. J

The racing clinic went well and there was wind.  The team is traveling to Stanford next weekend.
On March 8 & 9 they will be at Western.

Amy brought the band saw plug issue to Claudette^Rs attention. She is going to work on getting it
fixed..

LASER FLEET CAPTAIN: (Dan Callahan & Adam Fuchs)

DOUBLE-HANDED FLEET CAPTAIN: (Andy Schmidt)

We originally had 10 FJ tillers but they keep disappearing.  We are now down to 7 or 8.  Vanguard
is willing to sell tillers that regularly go for $146 for $99 each.
We also need to get a few more buoys.
Andy has also been keeping up on maintenance by doing some fiberglassing work.

The boats are getting a lot of use.  Matt and Tom are working hard to keep on top of maintenance
when the boats are on the dock.  Tom is working on plastic bins for each of the keelboats with
information about boat schematics, the engine and the head.

Ross says that oil for the barges is kept in the gas locker if it is needed.  Use gear case oil in
the 9.9.  All three blade tips are missing on the big barge.  Also, Ross thanks Rich for noticing
that the oil in big barge was down and fixing it.

Abi has returned from the sailing class in Port Townsend and reports that she had a fabulous time
and learned a lot.  She is more than happy to chat about what she learned if anyone is interested.

WYC MEETING MINUTES
March 10, 2003
1900-2008

OFFICERS:
COMMODORE (Claudette Meyer):

Claudette met with Jim Seagren on March 6.
1.      He is noticing that more and more sailors are relying on WAC personnel to bail them out of
tough situations on the bay. He would like us to reiterate to our members that the WAC staff is not
present to rescue sailors, and should bear this in mind when deciding whether or not to go sailing.
2.      He suggested that the club organize a system of notifying the WAC to put out hazardous
weather signs, in the event that chiefs are unable to do so.
3.      He is still in support of electricity on the dock, if WYC members determine where the break
is, and subsequent repairs are feasible.
4.      Jim was pleased with the shop clean-up. However, he would like the Lasers removed before we
accept any new boats.

The Holiday Party has been scheduled for Saturday, December 6, 2003.

Claudette went to look at a potential Laser donation this past weekend. It is a 1979 Laser and
Highlander trailer. Her recommendation to the club is to accept this donation.

VICE COMMODORE (Chris Chamberlin):

Boat On The Lawn (BotL) for Spring quarter is Thursday, April 3. Instructors who are interested in
teaching are requested to schedule their classes with Chris before BotL.

Claudette has challenged the club to put on 25 classes during spring quarter ^V if we succeed she
will attend the SYC Opening Day ceremony in a blue blazer and white shoes, then attend our party in
the same silly outfit.

The racing team sailed at Western last weekend in the snow.

During spring break they^Rre going to the Southern New England regatta at Conn College, New London,
Connecticut.

Discussion: Racing team proposes to practice at Sail Sand Point on 420s, the boat they^Rll sail at
Nationals. In exchange for use of the 420s, they propose to use some of the FJs for teaching high
school students. Insurance will be covered by Sail Sand Point. A bylaw change is needed to allow
use of club boats by non-club members.

Discussion: Instituting an explicit ^Qas-is^R keelboat rental policy.

Discussion: Should we ask WAC staff to post Hazardous Weather signs when a chief calls the WAC
office?

Boat on the Lawn (BOTL) will be on April 3 from 10:30-2:30. Chris needs help transporting the boat
up to the HUB lawn. If you have a car and are available please contact Chris.

Andy report that over spring break 11 people when to the east coast to a college in Southern New
England and placed 8 out of 12 in a regatta there.

They also had an opportunity to practice with the University of Rhode Island and won an informal
regatta at the end of the practice-filled week.

There we also a number of people who went out the Gourge for 5 days and saw a lot of wind.

Matt Clements reported that there was a lot of boat usage over spring break.  Also Rascal has had a

The yellow hobie 16 is currently in the shop.  Eben is looking into what it would take to get the

Katie had an awesome time sailing over spring break.  They went to the Cascade Locks and had all
kinds of weather from rainy to sunny.  They camped out at night and had an overall good time.
Then some of the racing team flew to San Francisco for a regatta with St. Frances.  They borrowed
boats and sailed on the bay.
The team is holding qualifiers for Nationals at Sandpoint in a couple of weeks.

Claudette has solved the issues regarding the WAC^Rs whaler and transferred the registration for
the trailer.
She sent out an email regarding available positions and has received 3 people interested in the
program director position and 2 interested in the purser position.

Chris will be gone from the beginning of June through mid August and would like assistance putting
together summer classes. If you are interested in helping out please contact Chris.

Cuyler reported the people went to a regatta at the gorge and apparently had a good time. The team

My send in a printed report via email. See attached for budget report.  Fund balances can be found
on page 3. To summarize, we have 6500 in the general fund, 1200 in the keelboat fund, 13,500 in the
new boat fund and excess in the SnC fund.
Also, My will be resigning at the end of the quarter. If you are interested in the purser position
please contact Claudette.
Also there was a mistake on the FICA withholdings.  My was unaware that the club is supposed to
file every quarter.  My has said he will make sure that the future purser is aware of this
requirement.

Apparently enthusiasium for the letterhead contest was somewhat lacking as we did not receive
anything.  As I do not have time to come up with something creative, if you come up with an idea

please do so. Let^Rs continue the tradition of recording these awesome events.

Emergency Engine Meeting
May 12, 2003

Meeting started at 7:04

Current engine purchased in 1996 for approximately $4500
Problem:
-   engine running on two cylinders
-   all cylinders working below specifications
-   engine leaking oil

Options discussed:
-   Rebuilding the engine
-   Purchasing a new engine
-   Finding a smaller motor and new boat

Rebuilding the engine:
-   Ross feels this option is not cost effective compared to buying a new motor after discussing the problem with Honda Marine.
-   The cost could easily go into the $3000 range.

Finding a new boat with smaller engine:
-   It was decided this option is not feasible at this time.

Purchasing a new engine:
-   Ross provided several options. All within a similar price range.
-   Reasons for staying with Honda:
-   We have part manuals
-   Lower unit is interchangeable with our other Honda motors.
-   The price, approx. $5200, is comparable to other motors.
-   Honda is a commercial engine.
-   We can take parts from current engine.
-   The only other option seriously considered was buying a motor from Jacobson's. They have been around for awhile and we could possibly buy an engine used.
-   All other engine models, beside Honda have electric trim. This was viewed has an unnecessary complication.

It was decided a proposal to the club should be made to buy a new 50hp Honda engine at a cost of $5750 including tax. $450 from SnC and the rest from the new boat fund.

A few friendly reminders:

1.  All purchases, whether made on a club account or with a club check must be associated with a budget and be approved by the person resoponsible for that budget.  Approval can be done via email, but the Purser needs to be cc'd.

2.  The "Purser In" box in the sail locker is for mail to the Purser.  Please don't put anything else in there because I will take it and wonder what I'm supposed to do with it.

3.  The "Purser Out" box is where you should look for reimbursement checks a few days after you've submitted a request.  If you want a check mailed to you, you must explicitly request this on the purchase form.

4.  What happened to the stapler in the sail locker?

1) Added the new Honda engine to our insurance policy.  
2) Currently focusing on recruiting volunteers for vacant positions.  Sent an
announcement to the info list, and will begin sending emails to individual
members depending on the response.  
3) The club desperately needs volunteers to help maintain the fleets.  The
following positions are currently vacant: Head Fleet Captain, Laser Fleet
Captain & Assistant, and Double-Handed Fleet Captain.  We also need a Publicity
Chair, Social Committee and Ratings Examiner.  Anyone interested in one of
these positions should contact me ASAP. 
4) The canoe house will undergo a renovation beginning the first week of August
to include new windows, new shakes, new paint and miscellaneous carpentry work. 
The loading zone parking spots will be unavailable when the renovation begins.

Discussion: There is a person who is interested in the old trailer and are willing to come pick it up anytime.  They have not offered to pay any money, so Randy wants the cat box.  THE TRAILER WILL GO AWAY SOON!!

Discussion: Abi looked into purchasing life jackets.  The results were this:
-The cheapest adult general PFDs were $10.60.  This is the same model that the 
WAC purchased (although we would buy a different color so as to distinguish ours).  John Courter, Rich Gile, and a few women from the club tried them on and all approved.  Rich was even kind enough as to do some live product testing for us during the meeting!  
	-The horse-shoe collar jackets came are on sale for $3.74 from West Marine, 
although several people do not think they are necessary.
	-We want to buy enough to stock the sail locker and keep some in reserves.

Motion: To authorize Abi to purchase 42 adult general PFDs, the total cost not to excede $500, to replenish the sail locker and keep some in reserves.

Discussion: Cathy Dahle and Claudette have been talking about some potential new social events for the upcoming year.  One idea is doubling the first work party of the year with a new member orientation.  Fleet captains would be required to attend and new members may meet returning members and learn the layout of the facilities.

Discussion: Regarding the Capri 25 donation:
-Claudette received the owner's information of the Capri 25 and a date needs to be set for 
the committee to go check it out.
	-It seems to be the consensus of the executive e-mail list that acquiring the new boat will 
entail getting rid of one of our existing boats.

Welcome back students and new members!

I am in the process of changing the sail locker combination.  The change will take effect on the evening of October 14.  The new combo will be e-mailed out to members with current ratings.  If you do not receive the code, please contact the Program Director.

Our WAC building permits have expired.  I am making arrangements with Jim Seagren to renew the permits in order to allow after hours work parties to continue unaffected.

I briefly spoke with our insurance agent.  Our policy renewal date is November 23.  He is unable to shop around our policy because the only other insurance market he has an appointment with no longer underwrites yacht club policies.  Therefore, if we want to shop around our policy, we will have to do so through another broker.  Specialty insurance is becoming increasingly difficult to write, due to contracting of insurance markets.  As such, my recommendation to the club would be to stay with our current policy.

Since this is the last report I will give as an officer, I would like to thank the members for allowing me the opportunity to represent our club.  Special thanks to Former Commodores: Andrew Roberts, Bruce Davis, and John Pyles without whom I could not have done my job.  I look forward to many more years of service to and enjoyment in our unique organization.

DISCUSSION:

The UW is hosting the North American Championships this Spring.  18 schools will be involved.  The regatta will use 18 new FJs (each costing $4200-$4800).  The regatta will be funded through entry fees, grants, and other sponsors.  So far the budget looks balanced.  The races will be insured by the Columbia Gorge Racing Association.
The people that came are Carl and Carol Buccan, former members of the WYC and organizers of the Championships, would like to ask for the WYC's help and involvement in running the regatta.  They could use any volunteers that would like to be involved and would also like to look into the possibility of borrowing a whaler to use as a support boat.

The Outlaw Regatta at the Gorge didn't happen due to no wind on the first day and hazardous winds the second.  
The team will be competing in North/South this weekend in Santa Barbara as well as North/North at Sand Point.
The team has a meeting November 11th to discuss the Alumni regatta.

Motion: For the WYC to match the funds the racing team raises for FJs (purchaced for ICSA North Americans), up to half the cost of two FJ's, from the new boat fund.

We are currently using a free trial of a program which features up-to-date budget information together with expenses and income account information.  After the trial period, the program would cost $14.95/month.  Andrew would like to know if budget holders would find this information useful enough to buy the program, given the cost.
