HONORS STUDENT ADVISORY PANEL CONSTITUTION
Article I – Name
Section 1
The name of the organization shall be the Honors Student Advisory Panel (HSAP).
Article II – Purpose
Section 1
It shall be the purpose of the HSAP to serve as a forum for students to discuss issues with and
improvements in the University of Washington Honors Program and to advise the program administration on student concerns.
Section 2.
It shall also be the purpose of the HSAP to organize student events as it sees fit, with the goal of better
communicating and dealing with the needs of Honors students.
Article III – Affiliations
Section 1
The HSAP is affiliated with the University of Washington Honors Program.
Section 2
The HSAP shall be a Registered Student Organization (RSO) through the UW Student Activities Office.
Article IV – Membership
Section 1
The majority of membership in this organization shall consist of regularly enrolled undergraduate students of the
University of Washington. Only those members who are currently registered University of Washington students have voting privileges.
Section 2
To be eligible for HSAP membership, one must be a member of the University Honors Program.
Section 3
The HSAP will solicit new members annually during the second week Spring Quarter. A membership
committee will review written applications in which applicants state their qualifications and reasons for desiring membership;
membership shall be granted by a simple majority vote of membership committee members.
Section 4
Once selected, members must maintain good standing through regular attendance at fortnightly panel meetings.
Any member missing more than one regular meeting in a quarter shall be placed on a probationary status, and his or her membership
shall be reviewed by the panel at the following regularly scheduled panel meeting. Membership may be revoked by a two-thirds
vote of a quorum, as defined in Article VII, Section 2.
Section 5
Members in good standing, in compliance with the membership guidelines of section 4, are eligible to remain
on the HSAP for consecutive years.
Section 6
One Honors House RA and one Honors student staff member will be invited and strongly encouraged to be
appointed by their respective communities to HSAP as a full voting member as liaison between the HSAP and their respective
community. Honors House RA and Honors student staff representatives remaining in good standing shall be eligible to become
a permanent member of HSAP in the following year by a simple majority vote of the members at the membership selection meeting.
Article V – Officers
Section 1
Officers shall consist of an elected Chairperson and Vice-Chairperson, and several appointed committee chairpersons.
The intent is that the Vice-Chairperson be an underclassman and aspire to become Chairperson in the subsequent year, although this is not a requirement.
Section 2
The Chairperson shall be responsible organizing and running meetings and for principal communication
with the Honors Program on behalf of the Panel. The Chairperson is also responsible for to registering the HSAP as an
RSO by the end of October every year. The Vice-Chairperson shall be responsible for maintaining meeting minutes, taking
and distributing meeting minutes, and completing the duties of the Chairperson in his or her absence.
Section 3
The Committee Chairpersons shall be responsible for communicating the issues of the committee
to the Panel during general panel meetings.
The Teaching Award Chairperson shall be responsible to solicit nominations
and chair the selection of the Honors Teaching Award every Spring Quarter.
Teaching Award Qualifications:
1. Prof must have taught within the past school year (Summer-Spring)
2.Honors staff are eligible if they have taught (so we cannot disqualify Honors staff nominations)
3. Recipients can win more than once
4. Nominations must be made by students who attended UW at least one quarter within the last academic year
5. Departmental Honors faculty can be nominated
6. Cannot win in consecutive years.
The Research Colloquium Chairperson shall
be responsible for organizing, soliciting presenters for, and hosting the annual Honors Research Colloquium.
The Mentorship
Chairperson shall be responsible for assisting the Honors Staff in organizing mentorship and recruitment activities including peer
advising, high school recruitment visits, and the Honors Freshman Experience.
The Speaker Series Chairperson shall
be responsible for organizing, procure a speaker for, and hosting the HSAP Speaker Series during every Winter Quarter.
The Curriculum Chairperson shall be responsible for facilitating discussion of student curriculum concerns and advising the
Honors Staff in making curriculum decisions.
The Community Chairperson shall be responsible for organizing and
advocating Honors Community Events, working closely with Honors House RAs and RRC officers. He or she is also
responsible for updating the Honors Calendar in the first class day of every month.
The Website Chairperson shall
be responsible for maintaining the HSAP Website.
The RSO Chairperson shall be responsible for registering HSAP
as an RSO at the start of Autumn quarter each academic year. He or she is also responsible for applying for a Senate
seat or if s/he is not interested, making this opportunity known to the entire group when the opportunity arises.
If there is no interest in HSAP membership for a Senate seat, then the RSO Chairperson is relieved of this duty for
the remainder of the academic year.
Article VI – Elections
Section 1
Nominations Elections for the Chairperson and Vice-Chairperson shall be taken at the second to
last meeting of Spring Quarter, and a vote by secret ballot for these offices will be held in the final meeting of Spring Quarter.
Proxy votes may be taken through the current chairperson in advance of the voting meeting. Chairpersons shall be
selected by a simple majority vote.
Section 2
Committee Chairpersons shall be chosen on a volunteer basis at the first meeting Fall Quarter.
Article VII – Meetings
Section 1
General HSAP meetings shall be held bimonthly beginning the first week of each quarter.
The day of the week and time will be chosen at the final general meeting of the preceding quarter. Meeting
time will be selected by a simple majority vote. Proxy votes may be submitted in advance to the Chairperson.
Section 2
A quorum shall consist of those present at each general meeting.
Section 3
Committees shall be formed annually and meet as necessary in order to conduct their business.
Article VIII – Constitutional Amendments
Section 1
The constitution may be amended by a simple majority vote of the quorum.
Section 2
Amendments proposed at a meeting shall be voted on at the next general meeting.
Email shall be used to notify membership of the proposed amendment and the vote.
