HOUSE RULES OF THE WASHINGTON CHAPTER
OF DELTA UPSILON
ARTICLE I: GENERAL
Section 1: Drugs
No illegal drugs, including marijuana, will be used, grown, sold or in one's
possession on any portion of Delta Upsilon Property or any Delta Upsilon sponsored
events. This section does not consider alcohol an illegal drug under any circumstances.
Offenders will be fined a minimum of one hundred dollars. In addition, the
offender may be subject to any other punishments deemed necessary by the Judicial
Board. In the event of a second offense, the offender will lose the privilege
to live in the Chapter House.
Section 2: Firearms
No firearm may be kept on chapter property
except by prior written permission of the President under such restrictions
as the President may specify.
Section 3: Animals
No animals will be allowed to reside in the
chapter house other than fish without the approval from the Executive Council.
Section 4: Quiet Hours
Quiet hours will be defined as such:
Sunday – Thursday 7pm - 9am
Friday – Saturday 2am - 10am
Function Nights 2am - 9am
There will be 24-hour quiet hours during finals week, as decided by the Vice
President of Operations.
There will be no quiet hours from 10pm - 10:30 p.m. on each night.
Use of the intercom system on any of the living decks is prohibited between
the hours of 11pm - 9am.
Outside quiet hours will be from 12 AM – 9AM. During these hours playing basketball
or any other loud noises will be prohibited on chapter property.
No noise may be made that can be heard inside of another member’s room with
the door closed during quiet hours.
Violators of quiet hours shall first be given
a warning, after which they may be issued a five-dollar fine. If the problem
persists a house officer shall be notified and the fine increased to ten-dollars.
Section 5: Intercom System
The intercom system shall only be used to notify
a member of a guest, a phone call, a meeting, or an event. There shall be no
profanity or vulgarity used over the intercom system. There shall also be no
pages made after 11pm or before 9am. Violators who misuse the intercom system
shall be subject to a five-dollar fine per offense.
Section 6: Parking
From 3pm Sunday until 5pm Friday the parking policy shall be as follows.
There will be 22 spots open to be sold to members at the start of every quarter.
Sales will be made in order of need.
Each member will park in his assigned row only.
Each car in the lot shall have a name in the dash and a key with the name visibly
marked in the key-box.
All guests shall park in third row.
All guests must be cleared through the Vice President of Operations, President,
or House Manager
On weekends those who have paid for spots have priority while others may park
on a first come, first serve basis.
There shall be no guest parking during function nights unless specified by
the Vice President of Operations, President, or House Manager.
Violators of the parking policy are subject to a 10-dollar fine per offense.
Also, the executive council may take away a member’s paid parking spot with
no refund if infractions continue.
Section 7: Damage to the Chapter House
Any member who causes damage to the House or any of its fixtures is responsible
to pay for and repair the damage. A fine of up to ten dollars may also be issued
when deemed appropriate. The total amount to be paid will be determined by
the House Manager and approved by the Executive Council. If the repairs are
not made within one week, the House Manager shall contact a professional to
do the job, at the member’s expense.
Section 8: Theft
Anyone caught stealing from the House will immediately be forced to move out
of the House and formal membership removal charges shall be filed against him.
The Judicial Board will determine what constitutes stealing and additional penalties.
Section 9: Fighting
Anyone involved in a negative physical altercation
with another member or pledge is subject to a $100 fine and an instant referral
to Judicial committee
Section 10: All House Worksquads
There shall be at least one all-house worksquad every quarter. Excuses to
miss an all house worksquad must be submitted to the house manager at least
48 hours in advance.
Violators shall be subject to a fifty-dollar fine and must do make-up worksquads.
Section 11: Room Assignments
Pledges and/or 1st year members will not room together without an
active. The Executive Council may approve special exceptions. First year members
will move every quarter; living on both decks their first year.
Section 12: Fire System
Any person ringing the fire bell or discharging the fire extinguishers for
purposes other than for which they were designed for is subject to a fifty dollar
fine. The fire alarm may be rung for other purposes if prearranged with the
House Manager and the Executive Council. Any person failing to leave the chapter
premises in the event of a fire alarm is subject to a $20 fine.
Section 13: Newspaper
Anyone taking the House's newspaper out of the dining room or living room area
before the next issue arrives is subject to a three dollar fine.
Section 14: House Purchases
All house purchases must first be approved by the Treasurer and the President.
Any purchases made without getting such permission first may not be reimbursed.
Section 15: Guests
Any violation of House rules by a member's guest may be charged to the guest
and/or the member(s) entertaining that guest. Members are responsible for all
of their guest's actions in association with Delta Upsilon and any of its property.
Section 16: Initiation
Attendance at the initiation ceremony shall be mandatory. Only the President
shall have the power to excuse absentees. Unexcused absences will result in
a fifty-dollar fine.
Section 17: Smoking
Smoking is not permitted on Chapter property except on function nights on the
sundeck or other specified areas. Smoking is never allowed in chapter buildings.
Smoking is allowed only across the street from the chapter house on the east
side of 20th Ave. or the west side of 19th Ave.
Violator shall be subject to a thirty-dollar fine.
Section 18: General
Harmonious living in the Chapter House is based on a firm foundation of mutual
respect. If at any time a member willfully fails to show due respect for the
rights granted to all members, he is in violation of the mutual respect clause.
Those members who feel their rights have been infringed upon may, after confronting
the violator with the specific charges and failing to achieve a mutual understanding,
present their grievances before the Judicial Board, and if still unsatisfied
after a Judicial Hearing, before the next scheduled Chapter meeting in the manner
described in Article VII of the Constitution of Delta Upsilon Fraternity.
ARTICLE II: MEALS
Section 1: Times
During the week, Monday - Friday, meal hours will be:
Breakfast 7am - 10:30am
Cook your own
Lunch 11:30am - 2:30pm
Walk through
Dinner 5:30pm sharp*
Sit down dinner
*On Fridays Dinner is walk through
On weekends and holidays the kitchen will be open to cook your own food. Cleanup
is each member’s responsibility.
Section 2: Etiquette
Any break of etiquette or violation of normal Chapter dinner rules, as determined
by the dinner head, shall be grounds for a sale. The highest-ranking officer
at dinner shall be the head of dinner unless someone else is appointed by the
President to lead dinner
Section 3: Sales
Anyone may be sold. Only people with pledge class year number lower than the
person's up for sale may bid on and buy the person for sale. Only the head
of a table may request a sale. Only the dinner head may make a sale. Whoever
is sold must do a fifteen-minute worksquad for the member who bought them.
Worksquads must be within reason. All sales must be paid to the President immediately.
ARTICLE III: AMENDMENTS TO THE HOUSE RULES
These House Rules may be amended by resolutions adopted by a two-thirds majority
of the members voting on the resolution, provided such resolutions have been
formally introduced at a regular Chapter meeting at least one week in advance
of their adoption, and have been formally filed with the Chapter Secretary.
The House Rules are intended to be supplemental and subordinate to the Constitution
and By-Laws of the Fraternity and the Constitution and By-Laws of the Chapter.
