Pacific Northwest Collegiate Chess League (PNCCL) Charter
Objective of the organization
It is the goal of PNCCL to encourage friendly chess competition between various colleges in the Pacific Northwest and to preserve the integrity of team competition. To ensure integrity, this organization will need to adapt as necessary to meet these objectives.
Membership
Any college in the western United States may ask to enter the league providing that they agree to the responsibilities and obligations set forth by the league. However, the Pacific Northwest League will primarily focus it's efforts to recruit colleges within the Pacific Northwest.
Regions within the league
At present, the league will have two (2) main regions, the Puget Sound Region, the Willamette Region, and to (3) minor regions- the Columbia Basin Region and the Rocky Mountain Region. The League may accept universities in other areas and place the universities equally in the regions. The League may modify or adopt new regions at any time with Executive Board approval.
Executive Board of the organization
The PNCCL Executive Board shall be responsible to organize and run the day-to-day operations of the organization. Each college chess club that participates in the league shall appoint two (2) representatives to the PNCCL Executive Board, one (1) primary representative, and one (1) backup representative.
All business matters shall be approved by the majority of the Executive Board before any action can take place. There will be one (1) vote per participating college.
The Executive Board shall meet at least once a quarter, or more, during the calendar year. Since the regions are so far apart, the Executive Board will communicate via email or telephone to conduct business. When voting, each college will have two (2) days to respond to any motion.
The board can pass a motion by simple majority if 4 different college representatives responded the motion.
The Executive Board will elect or appoint all PNCCL league officers and may appoint a representative to complete a certain task.
The Executive Board may remove any league officer, club representative- or remove a club from the league if absolutely necessary- by 2/3rds vote.
Officers of the organization
Directors
There shall be one (1) director for each major regional area within the league. The Directors are assigned to run the league and report to the Executive Board when further action is necessary.
The Directors must resolve official complaints by other representatives in a timely manner.
If all Directors are unanimous in opinion, the directors can veto or adopt new measures to run the league.
Any Director may make a motion heard by the Executive Board.
Secretary
The Directors shall appoint a league secretary at the end of every school year in the fall quarter.
The Secretary shall record and post all of the League results.
Club Representatives
The club representatives are responsible to the League to ensure that all rules and regulations stated in the Club Responsibilities document are enforced.
If the representative notices that one of the club members is not playing by the rules, it is the representatives’ responsibility to talk to the club member and make sure that it does not happen again. If the offense was egregious, i.e. the member was using a computer to help him with his moves, the representative must disqualify the member and report the incidence to his own club officers for further disciplinary action.
If the representative believes that the opposing club is not playing by the rules, the representative may also lodge a complaint against the other club. Before making the complaint official, the representative needs to try to work out the situation with the opposing clubs representative. If the issue cannot be worked out between the two representatives, the complaint needs to be sent to the opposing clubs representative, the league secretary and to the closest regional director for further action.
