Constitution for QGrads
Article I – Name
Section 1:
The name of this organization shall be “QGrads, Faculty, and Staff.”
Section 2:
The group will unofficially refer to itself as the acronym “QGRADS,” as is done in the remainder of this constitution.
Article II – Purpose
Section 1:
The purpose of QGRADS is to serve as a social network for the community of lesbian, gay, bisexual, transgender, questioning, and allied graduate students, faculty, staff, and other employees at the University of Washington.
Article III – Affiliations
Section 1:
QGRADS has no formal affiliations with any other organizations. However, QGRADS will communicate with other University of Washington gay and lesbian organizations.
Article IV – Membership
Section 1:
The majority of the membership of this organization will consist of regularly enrolled graduate and undergraduate students at the University of Washington. Only those members who are currently registered University of Washington students have voting privileges.
Section 2:
Associate members consisting of University of Washington faculty and staff, as well as other interested parties from the Seattle community are welcome to join QGRADS. However, these associate members will not have voting privileges.
Section 3:
A University of Washington student shall be considered a member when he/she provides a means of contact (i.e., a phone number, home address, mail stop, or e-mail address) to a board member. For purposes of confidentiality, the unpublished list of members is compiled and kept by QGRADS’s five board members.
Article V – Officers
Section 1:
The QGRADS board will consist of five officers: a chair person, three social coordinators, and a web site and e-mail list manager.
Section 2:
Board members will jointly be responsible for proposing topics for discussion and future social events. Additionally, specific responsibilities of each office are as follows:
1. The chair person is responsible for maintaining the membership list and corresponding with other community gay and lesbian organizations when necessary. The chair person will also be responsible for responding to queries from individuals interested in joining QGRADS and organizing membership meetings. The chair person will be the official representative of the club and will delegate an alternate only when absent or incapacitated for an extended period.
2. The social coordinators will be responsible for planning and organizing QGRADS social events. They will disseminate information pertaining to these events to the membership via e-mail.
3. The web site and e-mail list manager will be responsible for updating the QGRADS website to reflect current QGRADS social events. He/she will also be responsible for responding to requests from members to be added or removed from the e-mail distribution list.
Section 3:
Officers must be both students currently enrolled at the University of Washington and members of QGRADS.
Section 4:
Elections for QGRADS board members will take place during the second week of the spring quarter. The term of office for board members will be yearly periods from the membership meeting during the second week of spring quarter at which they are elected until the second week of the following spring quarter.
Section 5:
A QGRADS officer may be removed from his/her position by unanimous decision by the other four board members. Immediate new elections will fill the position for the remainder of the term.
Article VI – Elections
Section 1:
Selection of officers shall be held during the first two weeks of the spring quarter. QGRADS will schedule elections during the first meeting of the spring quarter. Notification of the elections shall be distributed to members one week prior to the election meeting.
Section 2:
Vacancies will be filled as needed at the next regularly scheduled meeting. Information of the election will be distributed to QGRADS members one week prior to the meeting.
Section 3:
Nominations for board members will be conducted at the time of election, and members may nominate themselves. Each nomination must be seconded. At least seven QGRADS members must be present at the meeting for the election to proceed.
Section 4:
Candidates will be listed on a ballot and members will select five of them for office. Two members not running in the election will tally the votes independently during the meeting. The five candidates with the greatest number of votes will become the board members. In the event of a tie, a special run-off election will be held immediately.
Article VII – Meetings
Section 1:
Meetings of QGRADS shall consist of membership meetings and informal social events. Membership meetings shall be held at least once per quarter and will be used to respond to current club issues and generate ideas for future club events. Social events shall be held at least twice per quarter at the discretion of the social coordinators.
Section 2:
The social coordinators shall have the responsibility to notify members of the meeting schedule. Contact will be conducted via e-mail and by phone if needed. Occasionally announcements will be posted on campus to attract new parties. Fewer meetings may be held over the summer quarter.
Section 3:
A non-election vote requires the presence of seven QGRADS members, at least three of which must be board members. A simple majority shall determine the outcome of the vote. In the event of a tie, the board members will decide the result.
Article VIII – Constitutional Amendments
Section 1:
The constitution may be amended by a vote of two-thirds majority at a regularly scheduled membership meeting. Any constitutional vote requires the presence of at least eleven QGRADS members, of which at least four must be board members.
Section 2:
Members shall be notified at least one week in advance of the amendment vote.
